WRI and the Government of France are committed to raising the profile of climate action in the OGP during their co-chair period focused on using open government and transparency to strengthen implementation of the NDCs. The OGP Global Summit in Paris offers a unique opportunity to showcase open government reforms for advancing climate action following COP22 in Marrakech in November. COP22 will also focus on opportunities to broaden the engagement of non-state actors in climate action. This high-level panel will highlight opportunities for integrating open climate commitments related to NDCs into OGP National Action Plans and to showcase commitments from the new round of NAPs to accelerate progress on climate action.
The new OGP co-chairs are keen to increase the number of NAP open climate commitments that are transformational and on which progress can be measured through the Independent Review Mechanism. Existing NAP commitments from France, Mexico and the United States offer a reference point for lesson learning for OGP member countries that are considering the incorporation of similar commitments in their NAPs. The new set of 50 NAPs are currently under preparation and those countries that have included open climate commitments are still not known, though Sierra Leone has now incorporated a fresh commitment into its NAP along these lines. Our goal is to build NDC-related climate commitments into at least 20 NAPs and to demonstrate significant progress on implementation on at last half of these over the 2-year duration of the NAPs.
The high-level panel session sponsored by the OGP co-chairs aims to promote the value of open government for advancing climate action at the national level. It will bring together senior ministers and civil society leaders engaged in climate action with those responsible for OGP implementation. It will consist of a moderated panel discussion involving ministers from France, Kenya and Mexico as leading countries that have integrated NDC climate commitments into their NAPs. As the WRI civil society co-chair, Manish Bapna will facilitate a moderated discussion around a set of questions that will be shared with participants in advance of the session. It will also draw on indicative commitments from the civil society Global Gathering on Open Government for Climate Action which will precede the Summit. Questions for the panel from participants will be drawn from the following:
- Why have you adopted climate commitments in your National Action Plan?
- What do you hope to achieve on national climate action through the OGP?
- What lessons have you gained from adopting open climate commitments in your NAP to date?
- What other types of commitments do you think would be innovative to further the implementation of the Paris Agreement e.g. on climate finance, energy choice etc. and how can we bring this to scale through OGP?
- Are there other enabling factors (institutional, political, financial) that need to be in place in your country to ensure these commitments reach their potential?
- How have you involved other non-state actors, including civil society and the private sector, in developing climate commitments?
- What accountability mechanism apart from IRM reports do you expect to put in place nationally, to ensure these commitments are implemented and have transformative impact?
