Anti-Corruption: The Time for High Level OGP Commitments

For many OGP countries, and beyond, recent months have been marked by crises in political stability sparked by anti-corruption scandals and rise in public ire against lack of governmental accountability. While the Anti-Corruption Summit (May 2016), and the anti-corruption commitments made by different OGP countries have provided an impetus towards anti-corruption reform, the need for timely and concrete policy action by OGP members on this issue is undisputed.

Set to take place on Global Anti-corruption day (9 Dec), this closing plenary seeks to provide a call to action by governments and leading voices in the business and civil society sector, and a way forward for government globally through the OGP platform.

A key objective of this high-level panel is to showcase high-level political commitment on anti-corruption issues in the form of an announcement of OGP commitments and follow up from the Anti-Corruption Summit. It will also serve to follow up on a post-summit workshop (Wilton Park, September 2016) that is co-hosted by Transparency International, B-team and the Open Contracting Partnership.

The panel will spark a conversation on how a multistakeholder partnership can help link to, and strengthen, implementation across government.

This panel will serve as a high-level call to action to OGP governments and beyond, to commit to ambitious reform on anti-corruption, through their OGP Plans, in the spirit of what they announced at the UK anti-corruption summit. The conversation will focus on key issues, including beneficial ownership/ public procurement, whistleblower protections, and better regulation and enforcement mechanisms.

In May 2016, fresh from headlines on the Panama papers, 40+ countries came together for the first even global summit focusing on anti-corruption. Thirty one out these were OGP countries, who were joined by several civil society partners, all of whom collectively recognized OGP to be a critical implementation and accountability platform needed to move the anti-corruption agenda forward. Anti-corruption is not a new issue for the OGP. It is explicitly stated as a key goal in the Open Government Declaration. The OGP can provide a strong implementation and accountability mechanism for delivering on these commitments. The key objective of this session is to present and discuss country-level innovation and implementation.

The high-level panel, to be held on International Anti-Corruption Day, links with conversations that will take place the week before at the International Anti-Corruption Conference.

The countries who will be approached for this session include those that have made strong commitments at the May summit and are embedding them into their OGP Plans
