Opening Minds in a Transitioning Parliament

## Macedonian Parliamentary Institute (Case Study) __Group__: 4 - Implementation of open government and new actors __Track__: 10 - Open parliament __Type__: Workshop __Language__: en __Committee Rating__: 1.00 / 5 (1 votes) __Public Rating__: 5.00 / 5 (5 votes) ### Abstract The dynamic, interactive workshop will consist of three parts: an introduction (15 minutes), guided tours through five open parliament innovations (50 minutes) and a discussion on future openness strategies (15 minutes). The introduction will include a short presentation on Parliament’s move towards greater openness and a film, “The Parliamentary Institute,” featuring the [three vice-presidents](http://sobranie.mk/vice-presidents-of-the-assembly-b5f4efff-060b-4b1e-81e4-71a05f621f8b.nspx) of the [National Assembly](http://sobranie.mk/home-en.nspx). The importance of the representative steering body that governs the work of the service on a consensual basis, upholding guiding principles of impartiality, objectivity and accessibility, will be highlighted. Immediately following, guided tours of five openness innovations would commence. The stations will be named after historic rooms of the National Assembly, e.g. Ohrid Room, Struga Room, Crystal Hall, Constitutional Hall and Boris Trajkovski Hall. Participants will visit each station with an “openness guide.” It is envisaged for each group to visit all five stations in 50 minutes (ten minutes each). Each of the stations will highlight specific work aspects of the Parliamentary Institute and share good practices with the participants, e.g. the e-Library and e-Archive software systems will be presented in the “Struga Room” station focusing on digitization of the library and archive and a simulated democracy seminar would be showcased at the “Constitution Hall” station. The workshop is also a virtual tour of the National Assembly and each participant will be given a puzzle piece with key points covered. The workshop goal is for all participants to succeed in the parliamentary openness puzzle. The third element of the workshop is a discussion on practices to increase greater parliamentary openness in transitioning democracies. The workshop will be facilitated by “openness guides” that have extensive experience working with transitioning democracies drawing on best international practices from North America and European legislatures. The appended facilitators will guide the workshop participants through the openness innovations employed by the National Assembly and a discussion of future reform. The “openness guides” are Robert Scott Heaslet, Deputy Resident Director, National Democratic Institute (NDI); Aleksandra Cvetkovska, Senior Program Manager, NDI; Lidija Stojkova-Zafirovska, Senior Program Manager, NDI; Zlatko Atanasov, Head of the Parliamentary Institute; and, Emrije Zuberi, Head of Sector for Education and Communication/Research Library and Legislative Archive, Parliamentary Institute.
