Shedding light on lobbying through digital tools

Since the first US Lobbying Act of 1946 until the early 2000s, only four countries (United States, Germany, Australia, and Canada) had put in place regulations related to lobbying practices. However, in the last 10 years, a dozen of countries adopted national legislation establishing lobby registers. In France, the bill on “transparency, fight against corruption and modernization of the economy” requires that lobbyists register in a digital directory managed by the High Authority for transparency in public life in order to carry out their activities.

The challenge is to know the activities of the lobbyists and the spheres of their influence. In that regard, governments have been encouraged to use information and communication technologies to establish a ‘legislative footprint’ that would indicate the lobbyists consulted in the policy-making process. Making this information accessible to the public in a cost-effective manner would ensure proper scrutiny of lobbying activities by observers, watchdogs, independent media and civil society organizations. Therefore, digital tools could be used by public administration to collect and disclose the relevant information about lobbyists and their activities and by civil society organizations to illustrate the impact of those activities on public policies.

The rich and diverse experience of the speakers at this roundtable will allow to address the multiple dimensions to the issue of lobby transparency, with a particular focus on the digital tools that support it. The speakers will shed light on the evolution of the lobby legislation and transparency tools on both sides of the Atlantic.
